Quick answer
The California private investigator exam is a computer-based BSIS test given by PSI: 100 scored plus 20 unscored multiple-choice questions in 2 hours. BSIS does not publish the pass mark. You need 6,000 hours (three years) of paid investigative experience to qualify, and the application and exam fee is $374 as of October 2026. Results are pass/fail at the end.
About the exam
California Private Investigator Licensing Exam (BSIS)
Anyone who runs a private investigation business in California needs a private investigator (PI) license from the Bureau of Security and Investigative Services (BSIS), part of the Department of Consumer Affairs. Before the license is issued, the applicant, or the qualified manager who will run the business, must pass the state's Private Investigator Examination. The same exam serves individual licensees and qualified managers.
The exam is written by the Department's Office of Professional Examination Services with working investigators, and PSI delivers it on computer at test centers. It is a law and practice exam, not a skills test. The official outline splits it into four areas: business operations (15 percent), managing private investigations (55 percent), trial preparation and court proceedings (10 percent), and professional and ethical responsibilities (20 percent).
Most of the questions come back to a handful of free official texts: the Private Investigator Act (Business and Professions Code 7512 to 7573.5), the BSIS regulations in Title 16 of the California Code of Regulations, and the privacy, recording, evidence and records laws a PI works under every day. That is what this practice test is written from. Every question cites the code section it tests.
The Act changed in 2025. A qualified manager who serves more than one licensee now needs a separate qualified manager license and may serve at most five licensees, and since July 1, 2025 every client engagement needs a written service agreement with set contents. Older study guides miss both, and this quiz covers them.

Cost and booking
Fees, where to take it and retakes
As of October 2026, the BSIS fee schedule (in effect since October 1, 2025) lists $374 for the initial application and exam, $66 to retake the exam, and $424 for the initial license once you pass. A two-year renewal is $292. A separate qualified manager license costs $385. Fingerprinting through Live Scan is paid on top, at the fingerprinting site.
You apply to BSIS first, online through BreEZe or on paper, with the application, two passport-style photos, the fee and Live Scan fingerprints. When BSIS approves your experience, it sends an eligibility notice, and you then book the exam with PSI online or by phone at (877) 392-6422. You have one year from that notice to sit and pass.
There is no stated limit on attempts. Each retake needs a reexamination application and fee, and every attempt must fall inside the one-year eligibility window. PSI gives a pass/fail result at the end of the session. If you pass, you send BSIS the license fee to have the license issued.

Why people fail
The mistakes that cost people the Private Investigator Exam
- Studying field technique instead of law. Surveillance and interviewing skills matter on the job, but exam questions turn on what the statute allows: recording consent, GPS trackers, trespass, pretexting and records access.
- Missing the 2025 changes: the qualified manager license (a limit of five licensees), the 90-day rule when a qualified manager leaves, and the written client agreement required since July 1, 2025.
- Mixing up the penalties. The Act sets a $5,000 fine for unlicensed operation but $10,000 for falsely claiming to be licensed, and a BSIS citation fine under section 7564 is capped at $1,000.
- Confusing what a PI can do with what police can do. A PI has no special arrest power, may not use a badge, and may not carry a baton or tear gas while working. Carrying a firearm needs a separate BSIS firearms qualification card.
- Underrating the privacy statutes. Penal Code 632 (confidential recordings), 637.7 (electronic tracking devices), Civil Code 1708.8 (physical and constructive invasion of privacy) and the federal Driver's Privacy Protection Act come up again and again.
- Skipping evidence and court procedure. It is only 10 percent of the exam, but questions on subpoenas, hearsay and privilege are easy marks if you have read them once.
A study plan that works
- Download the PSI Candidate Information Bulletin and the BSIS exam outline. The outline's knowledge statements tell you exactly which topics can be tested.
- Read the Private Investigator Act start to finish, with extra time on sections 7524 (client agreements), 7536 to 7537 (qualified managers), 7539 (prohibited acts), 7541 (experience) and 7561.1 (grounds for discipline).
- Run this quiz in Practice mode one category at a time. Start with Information Gathering, Privacy and Surveillance, which is about a third of the real exam. Read every explanation and look up the cited section when an answer surprises you.
- Make a one-page sheet of the numbers: 6,000 hours of experience, one-year eligibility, two-year license, three-year renewal window, five licensees per qualified manager, 90 days after a qualified manager leaves, and the $1,000, $5,000 and $10,000 penalties.
- Take timed Tests (60 questions, 90 minutes). The real exam is twice as long, so build stamina by doing two in a row once you score 80 percent or better.
- In the last week, star every question you got wrong, re-run the starred set daily, and re-read the BSIS regulations on licensing and citations (16 CCR 600 to 624).

FAQ
Private Investigator Exam questions, answered
How many questions are on the California private investigator exam?
120 multiple-choice questions: 100 count toward your result and 20 are unscored. You get 2 hours, plus up to 15 minutes for the tutorial. Our timed test uses 60 questions in 90 minutes, drawn from a bank of 220.
What score do you need to pass the California PI exam?
BSIS and PSI do not publish a passing score. The exam is criterion-referenced, meaning it measures whether you meet a set standard of competence rather than ranking you against other candidates. This practice test uses 70 percent as a benchmark; aim for 80 percent or higher before you book.
How much does it cost to become a private investigator in California?
As of October 2026, BSIS charges $374 for the application and exam, $66 for each retake, and $424 for the initial license after you pass. Live Scan fingerprinting is extra. Renewal is $292 every two years. These are the fees in effect since October 1, 2025.
What experience do I need to take the California PI exam?
Three years of compensated investigative experience, where each year is at least 2,000 hours, so 6,000 hours in total. A law degree or a qualifying bachelor's degree can count for up to 2,000 of those hours, and an associate degree for 1,000. Your employer, qualified manager or a designated agent certifies the experience.
How long do I have to pass after BSIS approves my application?
One year from the eligibility notice. If you do not take and pass the exam within that year, the application is treated as abandoned and you must file a new one and pay again. You may retake the exam as often as needed inside that window, with a reexamination fee each time.
Is the qualified manager exam different from the private investigator exam?
No. BSIS uses the same Private Investigator Examination and outline for individual applicants and qualified managers. Since 2025 a person who wants to be the qualified manager for more than one licensee also needs a qualified manager license, and may serve no more than five licensees.
Can a California private investigator carry a gun or a badge?
Not a badge: the Act forbids a licensee or employee from using one in the business. Carrying a firearm requires a separate BSIS firearms qualification card with its own training and range qualification. A licensee may not carry or use a baton or tear gas while working.
Is this the official California private investigator exam?
No. ExamStates is an independent practice site. The questions are original, written from the Private Investigator Act, the BSIS regulations and the other laws on the PSI reference list, with the code section cited for every answer.
